The purpose of the Migrant Education Program as identified by Federal law is to address the special educational needs of migratory children in a coordinated, integrated, and efficient way through high-quality and comprehensive programs in order to overcome barriers in education caused by interrupted schooling. Priority for services are given to migratory students who are failing or most at risk of failing to meet the State's student academic achievement standards, and whose regular school year education has been interrupted.
Public law 107-110, the No Child Left Behind Act of 2001, Title I - Part C, Education of Migratory Children, requires each state that receives assistance to: ensure that the State and its local operating agencies identify and address the special educational needs of migratory children in accordance with a comprehensive State plan that...provides that migratory children will have an opportunity to meet the same challenging State academic content standards and challenging State student academic achievement standards that all children are expected to meet.
